Nucleus development problem in North Korea

Why does North Korea try to have the nucleus? What is the purpose? North Korea should have been decided on nuclear development cancellation in Six-Party Talks. And the nuclear test badly influences nature－The Sea of Japan, for example. I want them to keep from a foolish action .
