Arrested people for not placeing the toilets!

Surprisingly, more than 100 Ugandans were arrested for not setting up the toilets in their house. For in Uganda now many people perished from cholera, which is generally because of incomplete drainage arrangements. The law prohibits building a house without a proper toilet, but there is no histarical precedent. At first I think this is funny, but I found it serious.
