Severe measure

I read in the paper that schools in the France take a little severe measure to have students keep school rules. If certain student break school rules, that student don't eat school lunch. Measure like this take in school in France now. Is this measure good or bad ? If japanese goverment take this measure, parent of students protests the goverment. But, in fact, we may have to take meajure like this. Recent action of students in japan may exceed limits. Modern society needs a little severe measure.
