garbage can for preventing terrorism

A new garbage can was came out,and it is made for preventing terrorism. what is different from other garbage cans is that the new garbage can has cushion inside so this make it difficult to be exploded if the bumb was thown away. Also, the garbage can has screen like a cellphone outside and it shows new information. But...it costs........4 million yen per one garbage can!! i think it may be usuful for preventing terrorism, but im sure it is not useful economically. lol
