Thumbtacks in Books for Children

In Hachioji, Tokyo, three books for children in the library were found to be pushed in thumbtacks. It is still not known who did this and why, and the library has reported to Hachioji Police. I think this is a really strange case. Can you ever imagine why someone did things like this? and why only Child Books? It's a mystery.
