Increace of death penalty

In this year, 23 people were decided to have death penalty. This number is the largest number from 1983. According to Takeshi Tsujimoto, the criterion of death penalty is how many people criminal killed. If criminal kill two, it would be the boarder of death penalty, and if criminal kill more than three people, it would be death penalty. The reason death penalty increace are increace of atrocious crminal and change of justice. I doubt that death penalty prevent criminals.
