Hu securing power base through localities

BEIJING--China's ruling Communist Party chose new leaders of its seven directly controlled cities and autonomous regions starting in late November. The lineup for the major posts, which are occupied by party cadres close to President Hu Jintao, shows how far the 65-year-old Hu has expanded his power base into the localities.
