Scholastic ability of elementary school students

According to an educational oganisation, there is big difference between scholastic ability of elementary students in metropolitan area and in not metropolitan area. Especially, difference of arithmetic is outstanding. Students in metropolitan area had twice T-score of students of not metropolitan area. I think cram school made this difference. I hope government make some place to study in not metropolitan area, because there are few cram school.
