CO2 in the world

December 9, 2007 it is revealed that EU propose "no lose target"of cutting CO2 to developing countries such as China. No lose target means that even if China cannot achieve the goal, it receive no penalty. On the other hand, for developed countries such as Japan and U.S., EU sets up strict goal. That is, developing countries have to reduce greenhouse gas emissions between 25 percent and 40 percent of 1990 level. EU says there's scinificance evidence to achieve this plan, however I think whether this plan succeed or not is questionable.
