Not having toilets is the clim

Some people are arrested in Uganda because they did not have the toilets in their home. It sounds very strange, but it is very important problem. Many people perished from cholera in Uganda. Cholera was raging because there was not enough sewerage, so the police in Uganda arrested people don’t have the toilets. I think Uganda government should to give the subsidies for setting the toilets to the people.
