Poisoned Noodles

In China, 4 elementally-school students were killed by eating poisoned-instant noodles on December 8. There were toxicity ratsbane(殺鼠剤) in instant noodles because ingredients of noodles was in a bag. When I read this news, I thought this case was horrible. I cannot understand why they put foods in such a poisoned bag. I think incidents like this case must not be happend more and Chinese government should thoroughly fix their people`s daily life instead of prepare for Beijing Olympic. I think it is dangerous to other countries` athletes to enter in such country. What do you think about this case?
