To reduce carbon dioxide

Japanese Prime Minister Abe Shinzo published the propose for reducing carbon dioxide in May 24th. This propose inclubes the demands particularly for U.S. and China. U.S. and China seem not to cooperate in reducing carbon dioxide because they think their economic conditions is the most important.However, if we don't change our lifestyle, the temperature rose up more and we cannot live on the earth finally. U.S. and China are the best of the world in carbon dioxide emissions.So, I think a treaty of reducing carbon dioxide is unuseful without U.S. and China. Abe Shinzo seem to think too.
