Does Castro retire?

This 17th, Cuban chairman Fidel Castro announced "My responsibility is not to persist in my position or not to obstruct youngs to become developed." This word can be heard like he is going to retire his post, But he is chosen to candidate in next national election. And they said he wil win the election. He must be a superior governer and he is very popular to all Cubans. I am interested in what he will do in near future.
