Foreigen-owns company
Foreigners wish to start businesses in Japan.Nowaday some foreigners chose without Tokyo.Because because they thought the municipal government would be more helpful than Tokyo.I think it is godd news for Japan.Tokyo also has lots companies ,so if foreigen-owns companies go to municipal side,they can grow thier economic.

It maybe good for local cities to have more companies based on.But as they are foreign capitalized company, we can't easily say this trend is good for local cities and consider it as the growth of the city.
