Tokyo in 10 years after

Governor of Tokyo department Ishihara planned out "Tokyo in 10 years after". This includes making up 360ha of forest, 90% of houses will be earthquake-proof or resistance, and making systems for welcoming foreigners. He mentioned that his plan is going to cost 1.7 trillion which is 1700000000000 yen in digits. I think that forest is absolutely needed for nations from children to adult because we can feel relaxed when we see green forests. More, Tokyo has been said that a big eathquake will come, and probability is 70 % in 30 years. Therefore we need to be ready fotr the big earthquake. And having more foreign travelers is an ecomically advantage for Japan. All three plans look fabulous however, I think this is not realistic. I believe that difference between urban cities like Tokyo and country side will definately increase if we output this plan. In fact many people in countryside will be forced to live a hard life with the gap in living. I consider that we should spend more money and power to the countryside more that in urban cities because the subsidy has been reduced. This is important in order to make an equalized country.
