The Back Seat Belt doesn't become familiarized.

According to the survey brought by NPA(National Police Agency) and JAF(Japan Automobile Federation), diffusion rate of wearing the back seat belt is 13.5% in expressway and 8.8% in normal way. Although revised Road Trucking Vehicle law determines to wear the back seat belt, the rate is very low. NPA aims 50% of wearing the back seat belt, but it is far from the present situation. Now, revised Road Trucking Vehicle law doesn't impose any penalty on this offense. So, NPA announce that they will try to point on driver's license if people in back seats don't wear seat belts. It is important to wear the seat belt even people in back seats. Traffic accident are occured unceasingly, and many people are injured or killed every year. I think that we should do all we can do, and avoid the worst results of traffic accidents. And NPA also should make efforts to let all the people wear seat belst as their duty.
