"it will reduce the harm of nicotine"

Hi! I read an article relating to cigarette. On Oct.19, the Fair Trade Commission ordered 3 companies not to express " it can reduce the harm of nicotine" without rational evidence. Since 2003, these companies have displayed in wrapping the goods "this will change about 80% of nicotine to vitamine","it will reduse nicotine and tar by secondhand smoking" . They have no data about the change of nicotine. (Asahi) I think these companies are thoughtless. I think they thought not consumer's health but only thier profit. Nowadays, many people worry about the harm of cigarette and the atmosphere around us is changing to stop smoking. All the companies giving us goods which effect our health should have responsibility. thank you for reading!
