Schools have a lawyer?

Recently, I watched a news on TV that told schools in Minato ward set a lawyer to solve complaint from parents or citizen. I was surprised very much because I'd never heard that schools have a special adviser. Couldn't teachers solve on their own? But the schools in Minato ward seemed to have many kinds of problem between parents. They blame schools for children's trivial quarrel, the cost of school lunch, or the sound of chime, and so on. I suppose the teachers build up much stress, so this attempt may be a good way to reduce their stress and to concentrate on their proper task-teaching.
