Full of insect

In USA,people suffer from cicade.This cicade apper every 17th year and they disapper one month.Their characterristic is 3centi meters long, brack body and red eyes.They chirp as loud as train's sound.Very loud!!I feel hot when cicade is chirping.Do you think cicade?
