Whaling

In the general meeting of IWC, goverment of Japan proposed that traditional whaling in Japan are lifted in limited areas, however, foreign countries which have contrary opinions criticized one after another. It should be difficult to be passed this proposal. I think whaling relates to traditional Japanese culture, so I agree that. What do you think?
