The suffrage of foreigner

In Japan, foreigner don't have the suffrage. Although the foreigner thinks Japan better than a certain Japanese, he can't participate election. Indeed I think it is dangerous that foreigner take part in Japanese gorvernment, but I think foreigner are permited participate election of the region gorvernment at least. Otherwise, Japan give the suffrage for the foreigner that lives in Japan over five years. I want to change Japan by Japanese and foreigner.
