Young people do not make payment for national pension recently

The social insurance agency stated that only 40% out of 25~29 aged people make payment of national pension in 2006. Rate is getting lower as the ages get lower. In my opinion, I think it is not fair that some people make payment regularly, but others are not. However, I think the governmental officers also have faults that they spent money which is for national pension illegaly.
